Well, your app is in PD, cops us rebels to help them lockpick criminals doors. From what the cop asked on the chat it seems that's what they have been doing. As long as kenay had no crime (your screenshot doesn't show that) then he could get into PD to help the cop and then leave.

Heavy Weapons Guy (Aragon) brake 2 rules:

Rule #3: While you're playing a Cop, you have to keep one (your first original) main Nickname. Changing nicknames as cop isn't allowed. If you don't follow this rule, you'll lose your status!

And Rule#7:Don't let go rebels through the PD-doors! A rebel who is behind a PD-door in a secured area can be punished!

P.S. Kenay had crime! I dont remeber what level (7) i guess But i swear he had crime!

I already spoke to all people involved. It's not quite as you said. Rebels are allowed to the spot you were on, that is your app. Cops can hire help.
Your screenshot don't prove he had crime.
About the name, he's done it first time (or fist time it was documented).
