As cop you spawn every time again with all your weapons and well if you are not fast enough as cop they can escape thats how the gameplay sould be. You try to catch 'em and they try to escape.
So because you are slower than the criminals you want a long distance weapon to slow them down. That would be unfair for the rebels and then someone says:"hey this police gun which slows me down is unfair maybe you can do it like that..." so we have to fight against our own program code all the time. 
So I don't think this is a good idea...

I was talking about the abuse of weapons. People who are using open spots, while sticking close to the weapons dealer (bug) to pack out a dming match.
I never mentioned cuffing people nor slowing them down with a hand pistol. You just make them incapable of using ranged weapons in matters of dming. The crowbar isn't ranged and can be used as a last resort of selfdefense in case people try to get everything wrecked. You still have to stunprod him to make him cuffed and sent to jail.
I also mentioned on the above, healed numbness when cuffed.
You're not supposed to empty your magazine on moving targets. This idea is esplicitly thought out for open spot shootings with stand along characters who hide and shoot instead of run.
They can still run and escape. After a while, this "numbness" wears off making them able to use weapons again. I'm not stating that you must buy the weapons again, more sent to crowbar mode and can't get off it until the so called "numbness" has dissappeared.
Cops are ment to retain balance in the game. Dmers unbalance the situation. It should also get alot of work off admins their hands. Instead of banning everyone with a walhalla crimepoint list, this could effectivly ban dming.
